    Virginia allows limited home cultivation, but it’s important to know the rules if you’re growing in Norfolk. Here are the basics (as of 2025):
    · ✅ Adults 21+ can grow up to 4 plants per household, not per person.
    · ✅ Plants must be tagged with the grower’s name, driver’s license/ID number, and a note that it’s for personal use.
    · ✅ Plants must be grown out of public view (indoors, or shielded if outdoors).
    · ✅ Selling home-grown cannabis is not legal — personal use only.
